BRAZILIAN INSTITUTE OF LAW AND BUSINESS ETHICS (IBDEE)

The partner Augusto Neves Dal Pozzo is a founding member of the Brazilian Institute of Law and Business Ethics (IBDEE), whose institutional purpose is to reflect about the Laws as a means of contributing to the integrity of public affairs, by means of the responsible, transparent and ethical conduct of business and political agents. By means of this institutional partnership, several projects have been developed in compliance, seeking to establish integrity between public and private entities, so as to curb those behaviors which depart from business ethics. Recently, the partner Augusto Neves Dal Pozzo received a formal tribute from the institute as an honorable token of recognition for the importance of his services to the entity.

 

BRAZILIAN INSTITUTE OF LEGAL STUDIES IN INFRASTRUCTURE (IBEJI)

The precipitous purpose of the effective participation of partner Augusto Neves Dal Pozzo in the creation of the institute was to provide an environment to foster and deepen the discussions about the infrastructure sector in Brazil. The professional practice demonstrates that the Brazilian society still has a lot to evolve in this vital segment, whether it means the consolidation of appropriate models that serve the public interest — for which it was conceived, or the execution of infrastructure contracts. The institute promotes a series of publications which are reference in the sector; partnerships with governmental and civil entities to offer courses and to develop studies and seminars, both national and international, and statistical surveys, always aiming at discussing the main bottlenecks regarding national infrastructure. Compared studies are also among the objectives of IBEJI, which seeks to know in details the international experiences of successful projects for possible improvement of national models. Currently, the partner Augusto Neves Dal Pozzo is the President of the institute, and the partners João Negrini Neto and Percival José Bariani Junior are Directors.

 

COMITE INTERNATIONAL POUR LA CONCESSION ET LE PROGRES DES PEUPLES

Subsequently to the honorable invitation made by Professor Christian Bettinger, one of the world’s leading authorities on concessions, the partner Augusto Neves Dal Pozzo became a member of this non-governmental organization, constituted in the aftermath of the work of United Nations Commission on International Trade Law (UNCITRAL), arising from the importance that Member States of the United Nations (UN) placed on the system of concession as an effective instrument for the development of populations and for global progress. The committee’s precipitous purpose is to act in the interest of the populations and Member States, in all continents in which programs for modernization and reform of economic sectors are underway, always with an immediate focus on the juridical instrument of concessions.

 

COMMITTEE ON INFRASTRUCTURE, LOGISTICS AND SUSTAINABLE DEVELOPMENT OF THE BRAZILIAN BAR ASSOCIATION (OAB-SP)

Upon the invitation of the eminent lawyer Dr. Carlos Sanseverino, president of the Committee on infrastructure, logistics and sustainable development of the Brazilian Bar Association (OAB-SP), the partners Augusto Neves Dal Pozzo, João Negrini Neto and Percival José Bariani Junior became members of the illustrious committee, which has played a fundamental role in the debate and development of the main issues involving the sector of national infrastructure, always taking sustainability into account. The meetings of the committee are held at the headquarters of the OAB-SP and have been carried out in conjunction with the Brazilian Institute of Legal Studies in Infrastructure (IBEJI), a partnership which certainly has contributed to intensifying, strengthening and unifying the efforts for the consolidation of initiatives that bring improvements to infrastructure projects in all sectors, in a transparent and open dialog with society, moved by the deepest public spirit which should guide such actions.

  

GENERAL ATTORNEY’S OFFICE OF SÃO PAULO

The partner Antonio Araldo Ferraz Dal Pozzo has developed intense and extensive work in the public sphere for his tireless dedication to the General Attorney’s Office. As President of the General Attorney’s Office Association in São Paulo and President of the General Attorney’s Office National Confederation, he had effective participation in the National Constituent Assembly, leading a campaign that eventually gave the General Attorney’s Office the most advanced profile in the world. Their constitutional guarantees and prerogatives have ensured the investigations underway in Brazil for the defense of the interests of our society. As the Attorney General of São Paulo, he was the author of the Bill for the Organic Law of the General Attorney’s Office of São Paulo (a paradigm for many other States of the Federation). While still heading the institution, he sought to implement a new philosophy of action, equipping the General Attorney’s Office with first-tier human and material infrastructure. He actively participated in the elaboration of important normative acts, such as the Law governing Lawsuits against the Public Administration, the Law governing Civil Public Lawsuits and the Law governing Administrative Improbity, which gave him unique knowledge about these instruments.

 

HARVARD UNIVERSITY

The participation of the partner Augusto Neves Dal Pozzo in the course “Infrastructure in a Market Economy” at the Harvard Kennedy School allowed for a deep investigation of fundamental themes in the sector of infrastructure such as privatizations, partnerships between the public and private sectors, regulation, private finance (PFI) and capital markets, in addition to political strategy. The theoretical knowledge acquired in the courses taught by professors from Harvard, knowingly some of the world’s leading authorities in the sector, combined with the in-depth discussion of case studies about projects developed around the world, meant obtaining really differentiated expertise on themes related to infrastructure. Such tools are fundamental instruments to help overcome the strategic challenges of the sector, especially in the face of the existing complex legal framework and the vicissitudes that still persist in Brazilian society. Moreover, the relationship with representatives from more than 20 countries has broadened the office’s network, placing it in a unique position in the sector.

 

LONDON SCHOOL OF ECONOMICS AND POLITICAL SCIENCE (LSE)

The office is honored to keep institutional relations with the the London School of Economics and Political Science (LSE) by means of its partner Augusto Neves Dal Pozzo, who is a member of the faculty of the MBA on Public-Private Partnerships and Concessions, promoted by LSE and the Sociology and Politics Foundation of São Paulo (FESPSP). The course is coordinated by Carlos Alexandre Nascimento, a highly qualified professional, with great expertise in the infrastructure sector. The objective of the course is to promote a qualified debate about the challenges that permeate public-private partnerships and concession contracts, in a perspective that combines academic rigor and practical experience acquired in such projects, in order to offer a differentiated capacitation to professionals who work in this market. Sharing academic and international professional experience is another differential of the course, which includes a unique feature: an international module at LSE main campus in London, which allows for a deep, first-hand experience to be in touch with such contract models.

 

PONTIFICAL CATHOLIC UNIVERSITY OF SAO PAULO (PUC-SP)

As a professor of administrative law and fundamentals of Public Law at the renowned School of Public Law of the Pontifical Catholic University of São Paulo (PUC-SP), partner Augusto Neves Dal Pozzo has participated actively in the promotion and development of academic research, especially about the following research themes: public procurement, administrative contracts, public service, concession, public-private partnerships, administrative sanctions and control of public contracts. PUC-SP offers, to students in the last year, the course Administrative Law and Infrastructure, which aims at deepening the study about the complex regulatory framework governing infrastructure projects, as well as the analysis of sectoral legislation and the development of practical case studies. Augusto Neves Dal Pozzo is a member of research groups registered with the National Council for Scientific and Technological Development (CNPq), connected to PUC-SP, on themes of relevant academic and professional interest (Public Procurement Contracts; Weighing of Interest in Administrative Law and Regulation).

  

RED IBEROAMERICANA DE CONTRATACIÓN PÚBLICA

The Red Iberoamericana de Contratación Pública is an international organization created to bring together renowned experts about Public Procurement, involving Spanish and Portuguese speaking countries. It is meant to be a platform for its members to cooperate and exchange knowledge and information, in addition to fostering the development of joint projects in this crucial matter. Red counts with more than 100 outstanding professors, scholars and professionals from almost every Spanish and Portuguese speaking country, consolidating itself as an instrument of cooperative knowledge about fundamental themes such as is the case of public contracts. It counts with a series of publications prepared by its members, bringing information about future meetings, lectures, seminars and workshops. Partner Augusto Neves Dal Pozzo has the honor to represent Brazil in the Committee of National Coordinators, with active participation in this crucial instrument of global information technology.
